Lt. Gen. (Retd.) Raj Shukla, PVSM, YSM, SM, ADC is a retired Indian Army officer whose distinguished four-decade career culminated in his role as General Officer Commanding-in-Chief of the Army Training Command (ARTRAC) from 1 May 2020 to 31 March 2022

Commissioned into the Regiment of Artillery in December 1982, he went on to command at every echelon—leading a medium artillery regiment in the Eastern theatre, an infantry brigade during counter-insurgency operations, a division along the Kashmir Line of Control, the elite X Corps (2018–19), and finally ARTRAC

An alumnus of premier defence institutions—the Defence Services Staff College, College of Defence Management, and National Defence College—he also served twice in the Military Operations Directorate and was DRG Perspective Planning, shaping the Army’s future force structure

A qualified combat aviator, he commanded the Army War College and earned the Param Vishisht Seva Medal on Republic Day 2021 for his exemplary service

Post-retirement, Lt. Gen. Shukla was appointed as a Member of the Union Public Service Commission (UPSC) in July 2022, bringing his strategic acumen and leadership insights to India’s civil services recruitment

A prolific thinker and communicator, he has authored nearly 70 articles, delivered over 180 lectures and seminars across India and abroad, and continues to contribute actively to strategic-military discourse
